BACKGROUND

According to the Climate and Children’s Risk Index, almost every child (>99%) on earth is exposed to at least one of these climate and environmental hazard, shock or stresses. The latest IPCC Assessment Report (AR6, WGII) calls for urgent, coordinated and comprehensive climate adaptation efforts to protect health of children and vulnerable populations from a wide range of threats posed by current and projected impacts of climate change including heatrelated mortality and morbidity, increase in incidences of vector-borne and water-borne diseases as well as mental health challenges. Given the vulnerability of child survival, health and well-being to the impacts of climate change, it is imperative that measures to strengthen climate change adaptation in the health sector are anchored in primary health care.

The UNICEF Strategic Plan 2022-25 has elevated action on climate change and environmental degradation as an organizational priority, to be integrated throughout UNICEF programmes. To concretize this, the Health Section of the Programme Division rolled out the “Healthy Environments for Healthy Children (HEHC) Global Framework” that integrates this organizational priority across UNICEF’s health programme. As part of the global programme framework, UNICEF is focusing on strengthening primary health care, including at community level, to protect children from extreme weather events, extreme heat and effects on natural systems. A 2019 WHO review of Health in Nationally Determined Contributions (NDCs) (https://www.who.int/publicationsdetail/who-review-health-in-the-ndcs) concludes that the health co-benefits of climate policies are rarely reflected in current NDCs, especially those relating to children. While climate adaptation calls for multi-sectoral action, this consultancy is focused on UNICEF’s role in the health sector, with a focus on primary health care.

Purpose of assignment

Under the supervision of the HEHC Team Lead, this consultancy will provide the leadership and subject matter expertise on climate adaptation in primary health care and the role of UNICEF’s health programme. The consultant will develop the necessary technical guidance and products and provide technical support to country offices in support of policy engagement, advocacy and programme development. The consultancy will be carried out in partnership with the Climate, Energy, Environment and Disaster Risk Reduction (CEED) team.

The consultant will provide technical guidance, support and QA in the following three areas:

Policy Advocacy

  • Based on the current state of prioritization of child survival, health and well-being in NDCs, NAPs and H-NAPs, the consultant in partnership with WHO, UNEP and other partners, will:
  • Develop a technical brief on impact of climate change on child survival, health and well-being based on available and evolving evidence. Develop the health-specific module on child-sensitive climate government policies, and a set of key asks that are grounded in evidence to support UNICEF policy advocacy at country level
  • Draft key messages for UNICEF’s climate change adaptation advocacy in health
  • Support UNICEF representation in Climate-Health global policy engagement and partnership development

Programme development and technical support in collaboration with the HEHC and CEED teams:

  • Develop the Health module to be used as a technical reference for mainstreaming CEED into UNICEF country programmes with the inputs of the HEHC team, in partnership with CEED team Stocktake existing child-centered climate adaptation interventions in PHC and including in the Green Climate Fund (GCF) and GEF (and its vertical funds) portfolio and pipelines, identifying good practices and lessons learned.
  • As part of the technical brief and the HEHC global framework, identify proven interventions for UNICEF at primary health care level, including interventions most feasible to mobilize climate finance.
  • Develop guidance and training materials to enhance the health sector’s capacity to access and deliver climate finance for climate-resilient primary health care for most vulnerable children and communities
  • Support costing of climate adaptation needs for UNICEF health programmes at global and country-levels and develop an investment case for climate-resilient primary health care
  • Mapping of key partners actively engaged in climate adaptation programming in health, including various sources of finance (multilateral such as the Green Climate Fund, GEF and its vertical funds, and other private and public sources) and development of a climate finance strategy for UNICEF health programmes.
  • Support partnerships and resource mobilization opportunities including formulation of multi-country concept notes/proposals for prospective funding partners.
  • Establish methodology to quantify, track and monitor climate adaptation and resilience benefits and effectiveness of UNICEF health programmes
  • Develop webinars, presentations and assemble resource material to support programme development
  • Provide technical support and quality assurance of country programme plans in this area.

Global Public Goods In Collaboration With The HEHC Team

  • Provide technical inputs on climate-change and children’s health as part of the e-learning programme on children’s environmental health
  • Provide technical inputs to key partners/partnerships on children’s health and climate change adaptation
  • Provide technical inputs to the development of advocacy assets (such as, videos and social media engagement) and youth engagement

Qualifications

Education

  • Masters degree in Public Health, Environmental Health or related discipline.

Work Experience

  • Minimum 8 years of progressively responsible and relevant work experience in climate adaptation and resilience in public health and country programmes is a requirement.
  • Technical expertise on climate adaptation in public health
  • Proven experience in drafting programmes and strategies, research and policy advocacy
  • Demonstrated professional experience in successful proposal/project development for climate funds (e.g. GCF, GEF) is an asset.
  • Ability to organize and plan work independently and be a team player
  • Excellent communication skills (oral and written) in English
  • Previous experience of working with UNICEF and the UN is desirable.

Additional Skills Desired

  • Knowledge of UNICEF programs in the field of child survival and development, UNICEF Nutrition Strategic Plan 2020-2030 and the Core Commitments for Children in Humanitarian Action (CCCs)
  • Proven skills in communication, influencing and negotiation.
  • Experience in planning and financial management.
  • Completed profile in UNICEF’s e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
    • your daily/monthly rate (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa Information

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
